EA is adding time-limited Preview Packs to FIFA Ultimate Team, so players can see inside of a loot box before they make the decision to purchase.
The packs have been added to FIFA 21 today and will be the only packs available to purchase until the end of the current Festival of FUTball event, which started on June 11. Packs that are not obtained from the FUT Store – like Objective, SBC or Division Rivals reward packs – will still function as normal. On EA's website, there's a blog post explaining the addition of Preview Packs and how they will work within the FIFA Ultimate Team economy.
Previewable packs will be marked by an eye symbol, and when you press X on them you will go through the dugout animation and then be shown every card in the pack. Keep in mind that at this point, you still haven't spent any FUT Coins or FIFA Points. Knowing exactly what is inside the pack, you will then be able to choose to buy it, or leave the screen.

If you choose not to buy a pack that you've previewed, it will then feature a refresh timer, and you'll have to wait for the alloted time to preview another pack. One timer shown in the example reads 20 hours and 35 minutes. Of course, if you preview a pack, leave the screen and then change your mind, as long as the timer isn't up or the pack isn't limited by time or quantity, you'll be able to go back and buy it.
This is a fairly dramatic shift for the Ultimate Team economy that has no doubt arrived thanks to the pressure of gambling commissions and government concerns. Particular concern is growing over children gambling real money with loot boxes like EA's FIFA Ultimate Team packs. A recent report from the universities of Plymouth and Wolverhampton said that loot boxes "are structurally and psychologically akin to gambling."
As we reported back in October 2020, EA is appealing a potential €5 million fine in The Netherlands for its sale and implementation of FIFA Ultimate Team packs. A recent report from the CBC containing leaked internal documents alleged that EA wants to "funnel" players towards the heavily-monetized Ultimate Team mode.
